The Government of Haryana has issued a notification revising Variable Dearness Allowance (VDA) and minimum wages for all scheduled employments across the state with effect from 1st July 2025. The revision is based on the increase in the Consumer Price Index (CPI) for industrial workers, as per the established system of wage adjustments every six months — in January and July.
Basis of Revision
As per the state’s long-standing policy, the minimum wages are linked to the Workers’ Consumer Price Index (CPI), ensuring that pay rates reflect inflationary trends.
- The average CPI at the end of December 2024 was 3438.5 points, which rose to 3446.3 points by June 2025.
- This represents an increase of 7.8 points, leading to a 0.23% rise in basic wages.
- The adjustment follows the provisions under Section 5(2) of the Minimum Wages Act, 1948, ensuring 100% neutralization on a pro-rata basis as per the notification dated 21.10.2015.
Revised Minimum Wages Effective from 01.07.2025
The new minimum wage rates are applicable to all notified categories of workers in Haryana. The following are key highlights:

Clarification Regarding Sweepers
In compliance with orders of the Hon’ble Supreme Court (Civil Appeal No. 2539 of 2010 & Civil Appeal No. 4454 of 2019) and the Punjab & Haryana High Court, the category of sweepers in certain employments has been excluded from the minimum wage notification.
However, sanitation workers employed in other categories of scheduled employments remain entitled to minimum wages as before the 2015 notification.
No Recovery Clause
The notification clearly states that no recovery shall be made from wages already paid to employees in establishments with fewer than 10 workers.
Brick Kiln Industry: Revised Minimum Wages from 01.07.2025
The Government has also revised the basic wages for brick kiln workers, with a 0.23% increase from 1st July 2025. The updated category-wise rates are as follows:

Communication and Compliance
All industrial associations and registered labour unions in Haryana have been instructed to circulate the revised wage rates among their members and ensure compliance with the new wage structure from 1st July 2025.
