The Government of Telangana has officially declared Tuesday, 11th November 2025, as a paid holiday for all government offices, educational institutions, and employees in the 61–Jubilee Hills Assembly Constituency, Hyderabad District, in view of the bye-election scheduled on the same day.
The declaration follows the directions of the Election Commission of India (ECI) issued through Press Note No. ECI/PN/317/2025 dated 6th October 2025, and Letter No. 78/EPS/2025 dated 7th October 2025, mandating all employers to grant paid leave to enable voters to exercise their franchise.
🗳️ Paid Holiday for All Categories of Employees
As per Section 135B of the Representation of the People Act, 1951, all persons employed in any business, trade, industrial undertaking, or establishment who are eligible voters are entitled to a paid holiday on the polling day.
This entitlement extends to:
- Government and private sector employees;
- Industrial undertakings and establishments operating in shifts;
- Shops and commercial establishments under the Telangana Shops and Establishments Act, 1988;
- Daily wage and casual workers.
No deductions from wages shall be made for granting this holiday. If an employee is ordinarily not entitled to wages for that day, they must still be paid as if they had worked.
🏭 Guidelines for Industrial and Commercial Establishments
The Labour, Employment, Training, and Factories Department and the Municipal Administration & Urban Development Department have been directed to ensure compliance with the paid holiday declaration.
For establishments functioning in shift systems, the holiday is to be declared only for the shift during which polling takes place, as clarified by the Election Commission of India.
Furthermore, even employees working outside the constituency but ordinarily residing in Jubilee Hills and registered as voters there are entitled to the paid holiday, ensuring no elector is deprived of their right to vote due to work commitments.
🏛️ Applicability to Government Offices and Educational Institutions
Under the powers conferred by the Negotiable Instruments Act, 1881, read with the Ministry of Home Affairs Notification dated 8th June 1957, the Government has declared 11th November 2025 as a public and paid holiday for:
- All government offices in the 61–Jubilee Hills Assembly Constituency;
- Educational institutions, including universities established under Central or State Acts;
- Municipal corporations, councils, and other local bodies.

The declaration is in accordance with:
- Section 135B of the Representation of the People Act, 1951;
- Telangana State Factories and Establishments Act, 1974;
- Telangana State Shops and Establishments Act, 1988;
- Negotiable Instruments Act, 1881 (for government institutions).
Employers found violating these provisions may face penalties, including fines, as prescribed under the law.
