The Government of Andhra Pradesh has issued a draft notification proposing amendments to Rule 76-B(2) of the Andhra Pradesh Factories Rules, 1950, under the Factories Act, 1948, regarding the eligibility criteria for Welfare Officers in factories.
The proposed amendment seeks to modernize and clarify the educational qualifications and competencies required for appointment as a Welfare Officer in factories across the state.
The notification has been issued under Section 112 read with Section 115 of the Factories Act, 1948.
📝 Key Highlights of the Amendment:
🔄 Revised Rule 76-B(2): Eligibility for Welfare Officer
Under the proposed amendment, a person shall not be eligible for appointment as Welfare Officer unless they possess:
✅ a) Basic Educational Qualification:
- A Degree in any discipline from a UGC-recognized university or affiliated institution.
✅ b) Specialized Postgraduate Qualification:
- A Postgraduate Degree or Diploma of at least two years’ duration in one or more of the following:
- Labour Legislations
- Industrial Relations
- Human Resource Management
- Labour Welfare
📝 Note: If these subjects are covered under a different course title, such qualifications may also be considered upon submission of the course curriculum.
📌 Also, the one-year PG Diploma in Industrial Relations & Personnel Management awarded by Osmania University until 1991-92 will continue to be treated as a recognized equivalent qualification.
✅ c) Language Requirement:
- Adequate knowledge of the regional language.
⚖️ Exemption Clause:
The State Government or the Chief Inspector of Factories, with the approval of the Government, may grant exemptions from the qualification requirements under clause (b) in suitable cases.
📬 Public Feedback Invited:
The draft amendment is open for public consultation. Objections or suggestions are invited from all stakeholders and must be submitted by SEPTEMBER 20TH, 2025.
