The Haryana Government has announced that all cases related to job security for contractual employees under the newly notified Haryana Contractual Employees (Security of Service) Rules, 2025 must be submitted only through a dedicated online portal, which is currently under development.
Background
The Haryana Contractual Employees (Security of Service) Act, 2024 was enacted to provide safeguards and service security to eligible contractual employees working across government departments, boards, and corporations. In continuation of this legislative move, the Rules, 2025 under the Act were officially notified in the Haryana e-Gazette on August 5, 2025.
Following the notification, the Human Resources Department observed that a large volume of individual cases and queries were being forwarded by various departments seeking advice on eligibility and implementation.
New Submission Process Announced
To ensure transparency, accuracy, and uniformity, the state government has decided to:
- Develop a centralized online portal/module
- Enable submission and processing of cases related to job security under the 2025 Rules
- Avoid manual processing or departmental confusion during implementation
Once launched, this portal will be the only valid channel for submitting applications and related cases regarding the security of service for contractual employees.
Interim Directions to Departments
Until the portal becomes operational, the following instructions have been issued:
- Do not forward any cases to the Human Resources Department for clarification or advice regarding the job security provisions.
- Wait for the formal launch of the portal before initiating any process related to these Rules.
- Ensure that these instructions are strictly complied with and circulated to all relevant officers and stakeholders.
What Should Departments Do Now?
All departments, boards, and corporations are instructed to:
- Hold all current submissions until the portal is launched.
- Avoid contacting the HR Department for case-wise advice at this stage.
- Prepare to transition to the online system once it goes live.
- Train HR and administrative personnel to manage the online submission process effectively when the portal is launched.
