Telangana Issues New Seigniorage Fees for Minor Minerals

The Government of Telangana has issued G.O.Ms.No.14, revising the Seigniorage Fees for Schedule-I and Schedule-III minor minerals under the Telangana Minor Mineral Concession Rules, 1966. The new rates are effective from 8th July 2025 and are aimed at augmenting mineral revenue for the state.

This revision follows the recommendation from the Director of Mines and Geology, Hyderabad, and aligns with the provisions under Section 15 of the Mines and Minerals (Development and Regulation) Act, 1957.

Key Highlights:

  • Revised Seigniorage Fees notified for a wide range of minor minerals including granite, marble, gravel, clay, and limestone.
  • Minerals like Barytes, Feldspar, Mica, and Quartz, which are no longer classified as minor minerals by the Ministry of Mines (GOI), will still be subject to existing state royalty rates till 31.03.2026.
  • The revised fees aim to enhance state revenues and bring fee structures in line with national standards.

⚖️ Legal & Regulatory Context:

  • The amendment is made using powers under Section 15(1) of the MMDR Act, 1957.
  • G.O.Ms.No.18 (2022) was the last major revision before this update.
  • Minerals removed from minor category by GOI notification S.O.No.924(E), dated 20.02.2025, will still be subject to existing royalty till further notice.
