The Ministry by a resolution passed on 8th November, 2019 and published on 04 August 2020 has simplified the guidelines for grant of authorization for bulk and retail marketing of Motor Spirit (Petrol) and High-Speed Diesel (Diesel). These Guidelines seek to increase private sector participation including foreign players, in the marketing of Motor Spirit (MS) and High-Speed Diesel (HSD). Additionally, they will encourage the supply of alternate fuels and an increase in retail networks in remote areas. Furthermore, it will inspire higher levels of customer service.
Some of the key aspects of the Guidelines are as follows:
- An application may be made by an entity wishing to obtain authorization subject to the following stipulations:
- For retail authorization, the entity must set up at least 100 retail outlets.
- For retail or bulk marketing of MS and HSD, the entity must have a minimum net worth of Rs. 250 crore
- For both retail and bulk marketing of MS and HSD, the entity must have a minimum net worth of Rs. 500 crore.
2. Applications must be in the form specified by the Ministry. (Application Form)
3. The applications are to be made directly to the Ministry of Petroleum and Natural Gas.
